Xur is one elusive trader in all of Destiny 2 and players wait all week long just to catch a glimpse of him and get Exotic gear and items from him, his location depends every week and his spawn points are sometimes hard to locate.
All we know is that he can spawn at any one of the four EDZ locations in all of Destiny 2.
XUR Location November 8, 2019
To find Xur this week, you will have to travel to a Fallen Ship in the EDZ in Winding Cove.
Make sure that you catch the exotic trader as soon as possible as he won’t be there for long and will disappear on the 12th of November.

If you wish to have the best gear in Destiny 2 that will accompany you no matter where you are in the game currently, then getting the gear from Xur should be your priority.
If you wish to have the best weapons and equipment in Destiny 2 then it is crucial that you find Xur every Friday, his timings for spawning in the game are 11 am PST, 2 pm EST, 6:00 pm BST and 7:00 pm CET in Destiny 2.

Xur is a vendor and an agent Agent of the Nine who brings in only the finest things Destiny 2 has to offer, he will sell you his items in exchange for Legendary Shards.
