This weekend you can find Xur in the Tower, inside the Hangar. You will have to go all the way to the back to find him, but this should be a relatively easy spot to find him as opposed to earlier places he has spawn before.
Xur always brings Exotic Gear and players can purchase those from him by exchanging Legendary Shards.
