Microsoft is now rolling out update KB4464455 as a cumulative update for devices enrolled in the Slow and Release Preview of the Windows Insider Program running the Windows 10 October 2018 Update (version 1809).
Although the new update carries the same knowledge identification (KB4464455) as the previous cumulative update, this new release bumps the version of Windows 10 to build 17773.107, and it includes all the previous fixes, plus a problem where extracting files from a .zip file in File Explorer to a write-protected location you don’t get a “Do you want to replace these files” prompt and the copy action fails silently. In addition, the update fixes a problem causing roaming profiles to not work correctly.
It’s still unclear when the company plans to re-release Windows 10 version 1809 to the public, but if no major issues appear after this update, it’s possible that the rollout could resume in the coming days.

The update is available immediately, it’ll download and install automatically, but you can always force the update from Settings > Update & Security > Windows Update and clicking the Check for updates button.
