While we’re expecting to download the Technical Preview of Windows 9 at the end of September, it appears that some online publications have already access to download Threshold. According to WZOR, the Russian leaker known to post various information about Windows, said that some press outlets have received Windows 9 as Tuesday, September 16th, 2014, but they’re not allowed to talk or publish any review or screenshots until Microsoft introduces the new operating system on September 30.

Furthermore, it’s also said that the version Microsoft is offering to the press is not the final preview everyone will receive at the end of September. However there will be an update at the release date that should activate many of the features that weren’t available before the update.

The new report also claims that Microsoft is planning to modify Windows 9 activation policies to allow users to reinstall the operating system an unlimited numbers of times on the same hardware. Also it seems that Microsoft will increase the number of times users can re-activate Windows 9, which will make it easier for users to transfer their copy of Windows to a new hardware.

Windows 9 RTM is now expected to ship to OEMs at the end of 2014, according to WZOR.

Finally, the report suggests that Microsoft still hasn’t decide whether to offer Windows 9 as a free update for Windows 8.x, Windows 7, Vista, and Windows XP, or if another pricing scheme similar to Windows 8 will be introduced.

Recent leaked version of Windows Technical Preview made its way onto the internet revealing many of the features coming to Windows 9, such as the new Start menu, windowed modern apps, virtual desktops, Notification Center, Storage Sense, and a lot more. You can check all the screenshots and videos demonstrating some of the new changes in my previous write-ups.

This is a rumor like any other, but if all this information turns out to be true, we could now have a few more pieces of the puzzle.
